Alan Purcell became Deputy Chief of Mission in June 2023. He was Deputy Chief of Mission in Kyiv, Ukraine, from 2021 to 2022. His previous assignments at the State Department in Washington, D.C., include serving as Acting Deputy Assistant Secretary in the Bureau of Democracy, Human Rights, and Labor (2019-2020),

LTC Dobner grew up on U.S. Army bases in Germany. Before becoming an Army officer, he completed an enlisted tour with the U.S. Marine Corps in Japan (1990-94), and a Navy Surface Warfare Officer tour assigned to combatant ships for operational deployments across the globe (2000-05).

Michael Honigstein is the Political and Economic Counselor at the U.S. Embassy in Tbilisi, Georgia. On his last tour, he was detailed to the U.S. military as a political advisor for the U.S. Africa Command based in Stuttgart, Germany. Before that, he was the head of Embassy Kabul’s internal politics unit.

James Ulin is a Supervisory Special Agent with the Bureau of Diplomatic Security. He began his career in 2006 and prior to Tbilisi, was posted in Washington, DC; south and central Asia, and Europe. He leads the Overseas Security Advisory Council (OSAC) here in Georgia.

Brian Salverson started his assignment as the Management Counselor at the U.S. Embassy in Tbilisi in July 2022. Previously, he served as the Management Officer at Embassy Yerevan.

John A. Pennell, a Career Member of the U.S. Senior Foreign Service, rank of Minister Counselor, is the Mission Director for USAID/Caucasus, based in Tbilisi, Georgia. Prior to assuming this position, he served as the Mission Director for USAID/Libya from 2019 to 2022.

Sarah Rupert is the International Narcotics and Law Enforcement Affairs (INL) Director at the U.S. Embassy in Tbilisi, Georgia, from 2021-2024. She directs a ten-person office in implementing rule of law and law enforcement assistance programs.

Goveia returned to Peace Corps after serving as a Chief of Party for Save the Children directing a comprehensive girls’ education initiative in Malawi.

Lieutenant Colonel Munir is a U.S. Army Foreign Area Officer (FAO) who is a native of Boston, Massachusetts and received received a commission from Officer Candidate School, Fort Benning, Georgia. He initially enlisted in the Army in 2005 and was commissioned as an Air Defense Artillery officer in 2006.
