Ambassador Kelly delivered remarks September 19 at the George C. Marshall Center’s conference “Volatility in the Black Sea Region: Building Resilience and Cooperative Security,” stressing the importance of close cooperation among like-minded countries in this strategically important region, which is undergoing a particularly acute period of turbulence.  The recent AGILE SPIRIT exercise, with participation from multiple NATO and non-NATO countries in the region, is an excellent example of close and continuing cooperation on military and security issues among those Black Sea states with shared values.
